Once I was able to research your tax bills without interruptions I was able to determine that there was still a large credit on the previous bill (2019 grand list bill), which I thought I had transferred, but had not. There is a statement attached here

That shows the payments/transfers of credits to the current bill.  There is now a credit of $529.76, which will be applied to your July tax bill. This property transfer has created chaos with the billing, making it very hard to determine

what has transpired and what is due or not due. When the delinquent notices were printed the credit on the 2019 grand list bill was not picked up by the system because both your name and JP Morgan’s name appeared on that bill, as well as a different unique ID

when compared to your 2020 grand list (current) bill. I hope that this satisfies your concern over the bill.
